Karena keberhasilan spektakuler Sistem Sibyl, Jepang sudah mulai mengekspor teknologi ke negara beda dengan asa bahwa sebuah hari nanti akan dipakai di semua dunia. Bagi menguji keefektifannya di tempat asing, negara Uni Asia Tenggara (SEAUn) yang dilanda perang menyimpulkan untuk merealisasikan sistem tersebut, bercita-cita untuk membawa perdamaian dan stabilitas ke kota Shambala Float dan mengawal populasi tetap terkendali.
